I checked, and I can ftp to xxx.xxx.xxx.xxx 4559, 'put' a file and get the directory listing. I can also telnet to it and get a list of valid commands, stat and the directory listing.
There shouldn't be a firewall issue, as the WinPrint client and the local linux are on the same subnet (nat'd). Same for DNS.
Sendfax works locally via ssh on the hylafax server.
Is there potentially a directory permission issue?

I would think first about it possibly being a passive versus active ftp/hfaxd connection. sendfax in HylaFAX+ supports passive connections.
