Not necessarily.  If the machine supports both JBIG and JPEG then when 
you attempt to send a color fax with it and it encounters a destination 
that does not support JPEG then it will fall-back to some monochrome 
format, possibly JBIG (if the receiver supports that), otherwise MMR, 
MR, or MH.

With the right dependency work HylaFAX supports color fax reception 
(only).  Color fax sending is not (yet) implemented... although it is on 
my to-do (wish?) list.  See:

To implement either JBIG or JPEG in HylaFAX I strongly recommend 
utilizing the SRPMs that are available for libtiff and libjpeg here 
(because the patches are a bit version-dependent):
