JobControl can be used to do this.

It runs on every job, and you "figure out" what TSI you want, and set
LocalIdentfier from job control.  Examples of this type of thing:
	http://people.ifax.com/~aidan/jobcontrol/jobcontrol-virtual.sh.txt
