Since the JBIG work is in libtiff's 3.9.0 planned release I tried to get libtiff-3.9.0beta to work right. I think that it does work, but there are tiff2pdf issues. See:

I recommend that you grab the libtiff-3.7.2-4.src.rpm from here (yes, the 3.7.2 and not the 3.8.2):

Then pull out the patches from there and use them (except maybe not the ITULAB patch as you probably don't need that) against libtiff 3.7.2. I've had problems with libtiff 3.8.2 and now 3.9.0, so I'm using 3.7.2 in virtually all of my production deployments. My production deployments are all running off of RPMs built from that libtiff-3.7.2-4.src.rpm file.
