RedHat RPMs for HylaFAX generally have this in /etc/hylafax/hyla.conf. Look 
for the following:

# Pagesize; RPM default is 'a4'
PageSize: letter

The comments from this file are helpful to understanding how this might work 
on your system:

# hyla.conf

# This is the system-wide config file used by HylaFAX client programs:
# sendfax, faxstat, faxalter, faxmail, faxrm, sendpage, faxwatch,
# textfmt.
