As with most "no response to..." errors (in this case PPS, but we see it 
also in MPS, EOP, EOM) we just don't know why the receiver disappeared.

Since you're using a USR modem chances are that it has something to do 
with the modem, but that's no guarantee.

We'd need to have adequate feedback from the receiver to know how to 
proceed.  We need to know if the faxed page is being printed out at all, 
etc.
