does your syslog show any sign that capi4hylafax tries to dial out?
I currently do not have access to my system, so I cannot tell you exactly what to look for.
On my system I get messages with something like "kcapi appl ... up" when it starts connecting and "kcapi appl ... down" when it is finished.
In my first reply I forgot or accidentally deleted the word "not". The fist sentence must be:

There are only a few users of capi4hylafax here, most people seem to use analog modems.
Maybe you can get help from the developers of capi4hylafax in this mailing list:
