I tell you how it works in the company I work for:

you have a local fax number (spain right now) and you fax to that number 
using as recipient the firstname and second name of the person you want 
to get the fax. Perhaps the fax server perform a ldap search and then 
email the address.
I have no posibilities to get the info on how the server (never the 
software that runs on it) is able to mail to the correct address, but is 
a large company 5000 users in spain.
