I needed to add
%attr(-,uucp,uucp) %dir %{faxspool}/etc/templates/en
%attr(-,uucp,uucp) %dir %{faxspool}/etc/templates/html-sample1

As these are new subdirs and changed
%attr(644,root,root) %config(noreplace) %{faxspool}/etc/templates/*.txt
to
%attr(644,root,root) %config(noreplace) %{faxspool}/etc/templates/*
as the defaults are now in %{faxspool}/etc/templates/en

Hm as I have a send only , the entry 
Feb 13 08:10:27 southpole FaxQueuer[6790]: NOTIFY: 
bin/notify "doneq/q74" "done" "0:56"
might be more interesting

southpole:/var/spool/hylafax # bin/notify "doneq/q74" "done" "0:56"
FILE 1: docq/doc82.ps
Converting docq/doc82.ps to PDF
Using ps2pdf
southpole:/var/spool/hylafax #

..and this time the mail comes around proerly, with correct Umlauts in the 
subject line. Thats great so far.
But strange, as I didnt restart the server since that or changed anything

This is most likely an authorisation thing, although everyone, including UUCP 
has read access to the templates......
