[hylafax-users] US robotics 56k fax modem can't receive fax.

I'm using hylafax version 4.3 with debian stable.
I've configured the modem as class 2.0.
I can send faxes without any problem but I can't receive.
If I try to send a fax to my fax server it answer with
"Busy signal detected".
The strange thing is that if I compose the number with a normal 
telephone then my modem rings and answer, while if I compose the number 
with a fax machine my modem answer with a busy signal.
What's the problem?
