After a few days of testing different settings with Lee, finally it turned
out that my external 56k Acorp modems are the guilty.
Their V.17 modulators are faulty.
That's why HylaFAX could not send faxes to some destinations. To those
destinations where, I guess, it needed to use the faulty V.17 service of the
modems.

It's a great thing anyway, greater than it sounds, because I finally got an
answer to the question many others have asked before, and received no useful
solution (or I couldn't find any solution anywhere).

So, the problem is located, there were two solutions/workarounds:
1. Replace the modems.
2. Don't use their faulty V.17 modulators.

Now according to the second choice the same modems run and send every faxes
to any destination without any error, after some magic setting in the modem
config files:

Class1TMQueryCmd:  "!24,48,72,96"

And everything works in order.
The only price I have to pay is that the modems can't use 14400 bps, only
9600 max.
But this is what, I guess, noone else will ever notice, but the faxmaster,
who is me.

I plan to take a several weeks test run with this setup. Now half a week has
already elapsed without one single PPS or MPS or other error after 120
outgoing faxes.

After that, I'll try to install the new USR modem I bought for testing
before. This is a USR815630D type, which, I heard from others, will work
fine. They should work on 14400 bps. I'll see.

But now, I'm happy that the four existing modems work without errors!

I want to say a big thank you to Lee Howard who has guided me through
solving this problem and who finally pointed out what causes the trouble and
told how to fix it.

Now I consider this problem is solved, thank you once more for your kind
help.
