I'm sorry, it is not presently available in an offline format, no.

You might be able to use a web mirroring tool to generate a snapshot that is 
useful offline - if you do come up with something particularly useful that's 
UNIX-based please let us know. If it can be automated, we can rebuild the 
snapshot nightly and offer it as a download.
