In passive mode, the client initiates both connections to the server; in
active mode, the server expects to connect back to the client.  So, given
your symptoms, you haven't opened the appropriate ports on the server
side, nor can the server access the port on the Win2K client.

If your firewall has an FTP module, it's usually a really good idea (if
not an outright requirement) that you use it with HylaFAX.
