There are 4 PCI conexant modems installed. Is the only way to unwedged the
modem restarting the linux? Is it what "resetmodem" script should do?

It depends on the modem. With an internal PCI modem you could use the 
wedged-feature, "resetmodem" to reboot the system, for example.
