mimencode is being removed from Debian, so hylafax now uses uuencode as
default. The package installation should have configured everything
in /etc/hylafax/setup.cache as described in
http://bugs.debian.org/360004:

ENCODING='base64'
MIMENCODE=''
UUENCODE='/usr/bin/uuencode'

These values should be then available in bin/faxrcvd and
etc/FaxDispatch. Are you sure they aren't available in the encode()
function? Are they available at the start of the script?
