If you disable the new JobControl feature (set JobControl: "" in
etc/config), batching will function as previously.  We should probable
change that to have it disabled by default.

Note that batching has always been broken and susceptible to various
problems.    Though it "works" in a manner to allow multiple jobs to go
to the same destination in a single call (most of the time), it breaks
the fundamental idea of a job in HylaFAX, and causes problems if you
allow multiple users to use your HylaFAX server, and expect to be able
to control modems and parameters of your jobs individually.
