What kind of modem is this?  What kind of phone lines do you use for
international calls?

What makes you think its the modem? It is more likely to be the international circuit. A lot of these will no longer carry FAX, as they use low bit compression for the voice. Some handle FAX specially, using something like T.38. A lot do not. A line has to be pretty bad for the V.21 stuff to fail, so a low bit rate channel is quite a likely possibility.
