There's a "finishing install" script on this bug report:

 http://bugs.hylafax.org/bugzilla/show_bug.cgi?id=370

It was made for older OSX versions, but with a few mods you'll get it to 
run on 10.3.  The errors should be apparent.  I run it before 
./configure and after make install (before faxsetup).

4.2.5 should build just fine at that, I think.
