Syslog is reporting that FaxGetty is running now (after editing inittab and reinitializing) and that FaxGetty "Can not initialize modem" for ttyS2. This was the case even after I power-cycled the modem.

Are you getting wedged modem reports?  Are you running faxgetty on ttyS2 ?
