Hi Mike,
the parameter you want is -z
e.g. sendfax -z FILE_WITH_PHONENUMBERS $MY_FAX
will send the file $MY_FAX to all numbers in the file
FILE_WITH_PHONENUMBERS

manpage says:
       -z filename Read  destinations  from  filename which contains a list of
                   the destinations formatted identically as destinations  for
                   the -d option, one per line.  Usage of this option is simi-
                   lar to the -d option and may be done  in  conjunction  with
                   other -d and -z options.
