I had a similar time zone problem b4, the time returned by 'faxstat -r' is not correct (I'm running a fax-in only server, FC4 + HylaFax 4.2.5) I did a 'cp -p /etc/localtime /var/spool/hylafax/etc/' and the problem solved!
