As these were in the HOWTO, I'll respond, although I make no claims as 
to being the "web admin".

The dead or incorrect links have been fixed for some time now at:

 http://hylafax.sourceforge.net/howto/index.php

The HOWTO found at hylafax.org is going to be sidelined along with the 
rest of the "old" site, see:

 http://new.hylafax.org

My suggestion is that for anyone wishing to use an updated and 
maintained HylaFAX HOWTO, to use the one at Sourceforge.
