SUBMIT records are currently only created by enhancements found in 
4.2.3.2 here:

 http://hylafax.sourceforge.net/news/4.2.3.2.php

UNSENT records, on the other hand, only occur rarely (when the job times 
out).  I don't remember exactly when that addition came, but I think 
that it's in 4.2.3.
