You are right. My suggestion would use the server default locale, so it
is not the right way in a scenario like your example. Probably the best
way is to receive the locale from the client -- sendfax? -- and use that
information in order to notify the user.

As a fallback rule, I would use the default server locale, since it will
work on every system where you have only one language with a locale
other than C or us-ascii.
