It goes in the modem config file. See 'man hylafax-config'.

my problem is, that some faxmachines (on the other side) don´t
want to talk with our 2 isdn modems and the job is after 12 tries canceled

Yes, you could increase the likelihood of the job being re-attempted through the analog modem by using ModemPriority. My recommendation, however, would be that you begin to create a list of destinations that don't agree with your ISDN card and then add those destinations to your DestControls file with entries that would force those jobs to be sent via the analog modem. See 'man destctrls'.
