I would have thought the FAX should fail if I requested a speed lower than "ModemMinSpeed". It just ignores me and fires it out at 14400...

I'm not sure what to call it when the user does something incorrect but
then the software compensates.
Fax speeds don't go slower than 2400 bps, so I guess the two options are
to 1) error-out on the sendfax command, or 2) proceed and just do
whatever seems best.
In general HylaFAX seems to have originally been designed with #2 in
mind. Users, however, seem to want #1 most of the time, so in that
respect maybe it is a bit user-unfriendly and could potentially be
considered a bug. I guess it depends upon the perspective. I've no
opinion either way, though.
