Probably the *cheapest* 3-modem solution would be to get 3 Conexant PCI Linmodems and use the $15 Linuxant driver (which now supports multiple instances). You'd probably be US$60 into that.

However, the downside there is that you wouldn't have V.34-Fax, so if you're talking about sending lots of long-distance faxes, then you may be *cheaper* in the long-run getting a 4-port MultiTech ISI modem or a MainPine RockForce card.

I've never really used a multi-USB-modem installation, so I can't counsel you on that. My concern with USB modems, though, is the consistency of the device node naming over reboots.
