Yes, in general you should be able to see better than 95% success rate 
(errors per pages received).  Now, if you have one very frequent sender 
that is always cancelling faxes or has his fax machine constantly 
jamming or has bad phone lines with no ECM support, then that can be a 
factor to make that situation a unique excpetion... but usually you 
should demand a success rate better than 95%.
