What exactly does this mean, and is there anything I can do without
going to the modem and restarting it?
It means that your USR modem thinks that the caller is a data caller and
not a fax caller. Disable adaptive answer in your modem config and/or
put AT+FAA=0 in your ModemResetCmds. If that doesn't help, then try:
ModemAnswerCmd: AT+FCLASS=1;A
You must be using "ModemType: Class1" for this to be valid.
