Some failures in negotiation are unavoidable, such as failure of the remote fax to pick up, or failure to negotiate a carrier. The simple expedient of picking up the phone and dialing the fax number will usually rule out or confirm a problem on the receiving end. That being said, we went through about 20 modems from different modem manufacturers before settling on ones that worked reliably and consistently. I'm fairly sure our old US Robotics modems actually have bite marks in them. We finally settled on the cheapest, most basic modems of the bunch: external Boca Teleport A824's.
