Never Mind. It appears that the -f Courier-Bold and the -p 11 in the /etc/hylafax/typerules file were over-riding the values in the ~/.hylarc file! Once I took them out of the ascii-only data rule, the FAX was sent (and received) as expected. Sorry to bother everyone!
