My initial guess is that your ROCKWELL modem doesn't even support voice. Have you verified it? If not, turn off faxgetty and/or vgetty(comment out/init q) and open minicom on /dev/ttySL0. Enter FCLASS=?. If 8 is among the modes listed, then the modem purports to support voice. Either the modem doesn't support voice or not very well. In the latter case you'll be in for some debugging at least. If you prefer something that works out of the box, then I recommend replacing with a Multitech modem.
