Yes, like the modem cannot detect the V.21 carrier at the remote... 
which is why it looks like an incompatibility.

No, because the V.21 carrier detection (the "CONNECT" message versus the 
"NO CARRIER" message) is all work that is performed by the modem.

Any chance I can send a few test faxes to that number?
