Try t38modem (part of the OpenH323 project), it'll provide an H323
client to work with your VoIP gateways. On the Hylafax side, it'll be
seen as a class-1 modem.

Well you may want to discuss that on the t38 mailing list, the guys
there seem to think otherwise :-)
