I would think this is a bug.

In my checking (and running tests), ClassModem::vparseRange() seems to
work on the string "0,1.0", but I haven't been able to run that string
fully through HylaFAX (all my Class1 devices also support plain Class1).

Do you have any idea "where" it's choking?  Some server logs might help
pinpoint it (ServerTracing: 0xFFFFFFF).
