Currently doing this is not possible with HylaFAX without changing the 
source code.

The modem is initialized in fax mode before it dials.  What you'll need 
to do in order to make this work is to switch into voice mode before 
dialing, wait for the remote to answer, play the voice message, switch 
back to fax mode, and send the fax.

I've heard of some people wanting to do this, but I've not heard of 
anyone actually doing it.
