It's not included. Note that the bug is not marked as resolved. The bug has had very little discussion on it, and thus nobody has said, "this works for me" and that, "this should get committed". There are lots of non-english people using HylaFAX without this patch, and so (for myself) I wonder why they are not having problems if there is really something to be done.


But I can't seem to be able to send a fax with accentuated
(French) characters:
- faxcover [with accentuated option variables] produces a readable
postscript (characters ok)
- when I pipe it to sendfax, the received fax comes with weird
characters instead

According to the bug report, the patch on Bug 203 affects textfmt, HylaFAX's ASCII-to-PostScript converter. Because faxcover produces PostScript output natively, and because you are saying that faxcover output is fine, I suspect that your problem has not to do with textfmt, but rather with ps2fax (Ghostscript). So the patch probably wouldn't do you any good, but I really don't know.
