Logs.  Show us logs.  In your /var/spool/hylafax/log/ directory you 
have logs.  If there is nothing there then look in /var/log/messages.  
You may need to set:

  ServerTracing: 0xFFF
  SessionTracing: 0xFFF

in your modem config file.
