The error basically means that the modem was unable to detect a V.21 carrier on the call. So if there really *is* a V.21 carrier (as you e-mail indicates that there is a fax machine calling), then something is wrong with the modem's detection of V.21 carriers. You will want to look into the modem manual, especially under the S-registers for some sensitivity settings with regards to these things. You may want to try different modems, also.
