It is the MaxDials: parameter.
On my system - it resides in the file /usr/local/lib/fax/hyla.conf

How I can change maximum dials?

Now is 12 by default, but I don't locate the parameter.

Maybe is JobFmt %-12.12e in /usr/lib/fax/hfaxd.conf file?  This line is
commented in my file:
