I would look into this.  If you control the environment (i.e. you
guarentee that no one else/no other program can setup/use the modem, you
should be able to get away with just a plain old ATZ.

pagesend only needs to dial a number for a pager network if you actually
want to send the page.  Just like faxsend needs to dial a number where
there is a fax-capable deivce at the other end.

If you really want this hack, try using pages, setting up a pagermap
file, and looking at PagerSetupCmds.
