how do i solve this problem:

It means that your modem is hearing the "ring" which occurs on the other side and assumes that it is a local ring.
Setting RingsBeforeAnswer to 0 would keep it from answering, but that may be cumbersome. Some modems/fax machines have a "shut-off" for the pass-through... that is, they disconnect the pass-through line when they are in use. So maybe your fax machine does this and if you put it in chain before the fax modem it would work. Otherwise you may need to find a modem that doesn't interpret remote rings as local.
