Yes, it is. You need an ISDN-Controller with CAPI-drivers for your OS.
AFAIK only AVM and EICON deliver drivers for linux-based-systems.

Based upon the CAPI you need Capi4HylaFAX, which replaces HylaFAX' 
faxgetty and faxsend.
