By the fact that echo is off prior to the ATDT command and echo is on after the ATDT command you know that either there is another program communicating with the modem besides faxgetty/faxsend *OR* the modem firmware "crashes" during the handshaking portion of the facsimile protocol before +FCON is reported.


Assuming there is not interference from another program, if the two modems are not identical hardware (including firmware revisions), then I would blame the difference. If they are identical, then swap them, and if the problem follows the hardware, then the modem is faulty and must be replaced... unless you can run it in Class 1.
