Well, this is a *HylaFAX* users list.  I suspect that efax has a dead 
list somewhere else. :-)

+FHS:11 means precicely "No answer (T.30 T1 timeout)".  The timeout 
setting will be an S-register, probably S7, and probably is set around 
30 seconds.  It may need to be longer for these destinations.  You 
could also try Class 1, since efax supports it.
