Once up on a time (1996) I have built up a system like this on an OS/2 ( anybody remember thaT one?) But detecting the voice was not an easy task with normal modems. Later I had to switch to TR-114 Brooktrout boards. In short even if you find a way to play an announcement before the fax transmission, with a normal fax/data modem you will not be able to detect the voice from the other end.
