A 10-second initialization time is not uncommon with a default 
installation.  You may want to try minimizing ModemResetDelay and 
ModemSoftResetCmdDelay.  That could save you up to 5.6 seconds if your 
modem will allow it.  Also you should be aware that Class 1 will 
initialize faster than Class 2/2.0/2.1... about 2 seconds faster.  
Those changes should get you to nearly a 5-second init time.  If you're 
also concerned about *outbound* initialization times, then you may want 
to take a look at:
