It should be TIFFG3-Format.

was C4H installed in conjunction with HylaFAX or as standalone solution?

This could mean, that the virtual modems are not enabled for use with 
HylaFAX.

Check if
1.) c2faxrecv is running (it replaces faxgetty and informs HylaFAX of 
present modems)
2.)a config is present in $hylaspooldir/etc with the "SendFaxCmd: 
[yourpathto]/c2faxsend" parameter enabled (C4H is no modem emulation, so 
faxsend could not handle outgoing calls)
3.) a config.faxCAPI (or whatever you named your device) is present in 
$hylaspooldir/etc

If you named the device other than "faxCAPI" (which is the default) you 
have to pass the virtual device name to c2faxrecv.
