Does you modem support class1?
what's the output of
at+fclass=?

For RTN problems, you can try staying with class2 and using
RTNHandlingMethod: ignore
in your config file

This way HylaFAX should ignore RTN requests and consider fax sent as ok, and
not send it 3 times.
