MultiTech has released 4.28d firmware for the ISI5634PCI modems. You
could try updating the firmware and using Class 2.1, 2.0, or 2 which
should have ECM capability and would limit the effects of line noise.
You could also try to test to see where the "line noise" is coming
from. If you send a fax from one of the ISI's modems through your
telco to another one of the ISI's modems do those same image anomalies
appear?
